"El 31 de Marzo de 2004, cuatro empleados de Blackwater USA que realizaban una escolta en Fallujah a una columna de aprovisionamiento fueron atacados. Sus cadáveres fueron quemados y descuartizados, para a continuación ser colgados de un puente, llamado más tarde Blackwater Bridge. Este suceso supuso un revulsivo para el papel de Blackwater en sus operaciones en Iraq, y tuvo lugar solo cinco dÃas antes del asedio del 4 de abril en Najaf. Paul Bremer autorizó un cambio en los permisos de armas y las normas de fuego, flexibilizando su uso.

Cuando Paul Bremer tuvo noticia en su oficina de Bagdad de que el personal de la CPA (Coalition Provisional Authority) y los Blackwater estacionados en Najaf estaban siendo asaltados por millares de atacantes dio permiso para que los helicópteros --parte de su escolta personal- fueran en su ayuda. Su frase literal fue "I don't want another Fallujah bridge"."
